Design Role Analysis: an introduction: Pévèle, periurban area, Nord-Pas-de-Calais, France

The Nord-Pas-de-Calais periurban project is at a particular stage of transition for La 27e Région. The Terriroires en Résidences programme started in 2008 will conclude at the end of 2010. These 2 years were dedicated to the experimentation of the residences as a new format of innovation for local public institutions. About 15 residences will have been conducted in very different contexts such as a college, a health care centre, a public Internet access centre, a train station and even the Regional Council itself.

These multiple experimentations allow to better understand the strengths, limits, conditions of applications, possible improvements, open questions… relating to this new tool. A more detailed presentation and analysis of the residences will be made below. It conclude that residences have a clear potential to activate local contexts, prompting participative innovation, gently hacking established structures, dynamising both the social fabric inside and networking outside, implementing tangible change in the local innovation and projects development process and finally, retrofitting field experience to renovate public action modes and policies.

The new programme about to be launched by La 27e Région to follow Territoires en Résidences and temporarily called (Re)designing the Regions will aim at using the residences as a new format of innovation in the regions. The scale focused by the new programme is larger than the previous one: residences are not anymore the object of investigation to focus on but the means, the main instrument by which to implement transformation at a regional scale.
Within the terminology used in the SEE research, residences are assimilated to local projects, catalysing the potentials of the existing context and supporting its development through design-based activities. Whereas the (Re)designing the Regions programme is aiming at generating new framework projects based on a series of residence-based local projects and aiming at the transformation of larger systems such as the Nord-Pas-de-Calais periurban area.

Two different architectures of framework projects have been considered by La 27e Région to investigate in it’s new (Re)designing the Regions programme:
•    thematic framework projects are focusing the transformation of one specific area of competence of the regions. For instance, a first framework project of that first type called Transformons le college (Transforming college) is currently being discussed with the Directions of Education of 3 the regions of Champagne-Ardenne, Nord-Pas-de-Calais and Pays de la Loire. It is based on 4 residences conducted in different general, professional and technique colleges in different places in France and an experimental studio with the students of Les Ateliers ENSCI design school in Paris.
•    territorial framework projects are focusing a particular area of the region as the periurban Pévèle in Nord-Pas-de-Calais project developed in this chapter. Local residences will then focus different topics but all situated in the same Pévèle area. These topics and related residences are chosen both for being critical for the future of the periurban fabric and the potential of synergy in transforming it.

We will analyse below the different aspect of the role of design in the Nord-Pas-de-Calais periurban territorial framework project. This project is at the moment when this text is being written, at a very early stage. Only an exploratory workshop has been conducted. But already 2 years of experimentation of residences and we will refer to this experience to extrapolate on the future possible settings and organisation of this Nord-Pas-de-Calais periurban project.
